Mr. Mumphrey has over 20 years of professional experience in the areas of project management, strategic
planning & analysis, architectural visualization, and visual display of quantitative information. He is a
graduate of the A.B. Freeman School of Business at Tulane University where he earned a Master of Business
Administration with a concentration in Finance. Mr. Mumphrey oversees a variety of core operational tasks at
TMG including: project management, strategic direction, financial oversight, and IT administration.
He has a wealth of experience serving as project manager, leading teams of professionals on projects with the
goal of maximizing value for the client: creatively, on time, and with optimal efficiency. His approaches to
scheduling, resource allocation, coordination with partner firms and sub-contractors, task tracking, and
quality control for final deliverables ensure that results surpass client expectations.
Public Sector Clients: Mr. Mumphrey has provided project management on a wide variety of projects for the
New Orleans Regional Transit Authority including: a Management Structure Advisory Study which analyzed
the agency’s options for private vs. public management approaches; oversight of the agency’s transition into a
public agency utilizing in-house management and operations; and facilitation of the selection and evaluation
process for the agency’s new CEO. He has managed projects for the Louis Armstrong New Orleans International
Airport including the creation of architectural renderings and visualizations which have helped the
airport to assess competing options for capital development projects.
Private Sector and Gaming/Leisure Clients: Mr. Mumphrey has managed market assessment projects for private
casino developers and operators in local markets including a wide range of analyses. He has provided expert
testimony and analytical assistance for feasibility, economic analysis, tourism analysis, and financial modeling
to casino developers for their successful efforts to obtain casino licenses. He has managed projects for a
diverse set of socioeconomic impact analyses and feasibility studies. He also performed oversight and project
management for the economic impact assessment of the BUKU Festival.
Prior to joining TMG Consulting, Mr. Mumphrey worked in Tokyo, Japan as project manager, art director,
and graphic designer for technology companies. He is fluent in Japanese and has worked as a translator for
a variety of business clients.
