Rachael Bauer assists TMG’s public and private sector clients with feasibility studies, market analyses, socioeconomic impact assessments, zoning and land use analysis, permitting issues, and highest and best use studies. She is responsible for conducting targeted research and data analysis and translating this information into comprehensive reports. She has conducted market research and feasibility analyses for private and public developments in Louisiana, Delaware, Pennsylvania, Massachusetts, New York, and Iowa.

Ms. Bauer is committed to increasing Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) participation in federally funded projects, specifically at the Baton Rouge Metropolitan Airport, where she assists with monitoring and implementing the Airport’s DBE program. She also provides support to the Louis Armstrong New Orleans International Airport, with a focus on the Passenger Facility Charge (PFC) Program and Capital Improvement Program (CIP). Ms. Bauer also assists the Regional Transit Authority of New Orleans with monitoring delegated management services, including implementation and operation of a monthly service evaluation program based on performance metrics. In addition, Ms. Bauer regularly contributes planning expertise to the $300 million recovery program of the Orleans Parish Sheriff's Office.

Ms. Bauer has conducted research for a number of gaming-related projects involving tourism, local and state tax impacts, and competitive facility research, and is well-versed in applying GIS technology to solve real-world problems. These gaming projects were based in the Commonwealth of Pennsylvania and the Commonwealth of Massachusetts. Ms. Bauer has also contributed to cultural district feasibility studies.

Before joining the private sector, Ms. Bauer played important roles in several nonprofit organizations where she was responsible for community outreach, project management, volunteer coordination, and fundraising, as well as serving as a liaison between neighborhood residents and city officials to achieve long term goals. Prior to pursuing a Master’s of Urban and Regional Planning degree, Ms. Bauer has focused on economic development, community development, grant writing, and bankruptcy and foreclosure law. This experience has honed her abilities to navigate government processes and develop systematic solutions for success.

Ms. Bauer received her Masters of Urban and Regional Planning, specializing in Housing and Community Economic Development, from the University of New Orleans. She also holds degrees in Political Science and Languages and Cultures of Asia from UW-Madison.
