Ryan McNeely joined TMG Consulting in the fall of 2014 with a background in public sector budgeting/finance. Mr. McNeely brings six years of experience in revenue and expenditure forecasting, community development, urban policy, and communications. His focus is to ensure that TMG’s clients have the best financial and policy information available for effective project management.

Prior to joining TMG, Mr. McNeely served as a budget analyst in the New Jersey Office of Management and Budget under Governor Christopher J. Christie. Tasked with assisting in the preparation of the Governor’s annual budget, Mr. McNeely had direct responsibility for large program areas totaling billions of dollars, including Aid to School Districts, Aid to Municipalities, Affordable Housing, and Code Enforcement. He also oversaw large federal grant programs such as Hurricane Sandy relief aid, rental assistance (Section 8), energy assistance (LiHEAP), and Unemployment Insurance. Through quantitative analysis, assessment of New Jersey’s fiscal health and cash reserves, and identification of poor-performing programs, Mr. McNeely helped to ensure the State fulfilled its constitutional obligation of a balanced budget.

Mr. McNeely also has substantial nonprofit sector and management experience, having served as Managing Director of Forum For Equality Louisiana and as a Community Specialist for the New Orleans AIDS Task Force (NO/AIDS). Passionate about civic engagement, he is a member of many community based organizations and currently serves on the boards of Forum For Equality Louisiana and the Delachaise Neighborhood Association.

Mr. McNeely has a Master’s degree from the Woodrow Wilson School of Public and International Affairs at Princeton University with a focus on domestic and urban policy. During graduate school, he served as a journalism intern at the Center for American Progress in Washington D.C. He also has a Bachelor’s degree in political science from Williams College with a focus on American Politics.
