Anthony J. Mumphrey, Jr. is TMG’s founder and CEO with over forty years of experience providing strategic planning advice to public agencies and the private sector. Dr. Mumphrey is a Professor Emeritus of Planning and Urban Studies, former executive assistant to New Orleans Mayor Ernest N. “Dutch” Morial, a professional engineer and land surveyor, and veteran of the United States Navy. Dr. Mumphrey has maintained a strong commitment to public service throughout his career while developing a specialization in land use, transit, economic development, local government, fiscal impact, and market assessment associated with the resort, gaming, and recreation sectors.

Dr. Mumphrey began his professional career in 1968 at the University of New Orleans (UNO) where he served as the Research Coordinator for the Division of Business and Economic Research. In 1973, he became an Associate Professor (and then Professor) of Urban and Regional Planning at UNO where he taught transportation planning, quantitative methods of urban analysis, public administration, and cost-benefit analysis. Since 1992 he has been a Professor Emeritus of Planning and Urban Studies.

In 1978, Dr. Mumphrey served as Director of Transition for New Orleans Mayor-elect Ernest N. Morial. Mayor Morial later appointed Dr. Mumphrey as his Executive Assistant for Planning and Development, a position he held for six years. He believes that one's time spent in the public sector should be viewed as an opportunity to get things done with a checklist to ensure delivery. He took a lead role in the administration of Mayor Morial, serving during an unprecedented construction boom in the private and public sectors. He led the urban core’s reshaping and revitalization that resulted in contemporary New Orleans. Dr. Mumphrey directed the implementation of economic and job creating infrastructure – the Ernest N. Morial Convention Center, the Riverwalk Festival Marketplace, the New Orleans Centre, and the Regional Transit Authority. He structured major capital programs by the Downtown Development District and the Almonaster-Michoud Industrial District. He also led the City’s efforts in developing its Comprehensive Economic Strategy as well as its 2001 Vision Plan.

In 1984, Dr. Mumphrey started a professional consulting firm specializing in urban and regional planning. It was during this time that Dr. Mumphrey first began his lengthy relationship as a consultant to the Louis Armstrong New Orleans International Airport (LANOIA). Dr. Mumphrey has assisted the Airport in capital project planning, packaging capital bond programs, developing a Passenger Facility Charge program, securing Transportation Infrastructure Model for Economic Development (TIMED) funding, orchestrating an FAA funding Letter of Intent, and negotiating LANOIA’s Airline Master Lease. Today, Dr. Mumphrey and his consulting firm, TMG Consulting, are consultants to the Airport in several areas of airport planning and financing.

Dr. Mumphrey has provided similar services to a variety of airports, ranging from airports as small as Houma-Terrebonne Airport in Louisiana to airports as large as Baltimore-Washington International Airport. Among many other projects, the firm authored an economic impact study for Lambert-St. Louis International Airport as well as a successful Passenger Facility Charge program for Richmond International Airport and a benefit-cost analysis for Mobile Regional Airport. In 1994, Mayor-elect Marc Morial appointed him Co-Director of Transition and Dr. Mumphrey continued to serve as a consultant and advisor to the Mayor throughout his entire eight-year stay in office.

Dr. Mumphrey has published a myriad of journal articles, monographs, reports and books including Revitalizing the City: Strategies to Contain Sprawl and Revive the Core and Human Capital Investment for Central City Revitalization.
