PURPOSE:
To help your Airport comply with federal requirements that encourage participation of minority-
and women-owned businesses in federally funded airport projects. As part of the compliance
process, a DBE plan is drafted and DBE participation goals are set. Once a project begins,
the prime contractor/DBE relationship is monitored.
INPUT & INFORMATION NEEDED:
Provided by Client:
1. Ongoing access to upcoming contracts to be bid
2. Noise Compatibility Studies, Capital Improvement Program, Master Plan, Federal Funding
Applications, Schedule of Projects and Cash Flow Analysis
Provided by TMG:
1. Determination of annual DBE participation goal
2. Setting of DBE goal and related bid language for each contract
involving federal money
3. Review of incoming bids to ensure compliance with DBE
program
4. Monitoring of the prime contractor and DBE relationship
5. Maintenance of a bidders list to ensure more accurate goal
setting
6. Filing of annual federal Accomplishments Reports
documenting participation achievement

OUTPUT & PRODUCT:
A DBE plan that includes a goal-setting process to encourage DBE participation as required by the Department
of Transportation. TMG creates and maintains a bidders list from which DBE goals may be
calculated. TMG monitors DBE participation to ensure work is actually performed by the DBE and that
the DBE is actually paid the contracted amount. TMG assists the airport with the filing of annual reports
with FAA in accordance with Department of Transportation regulations (49 CFR 26).
