PURPOSE:
Municipalities, counties and other governmental agencies for a variety of reasons own TOADS
– temporarily obsolete, abandoned, derelict sites. These properties fall into governmental ownership
through failure of owners to pay property taxes, facility abandonment and replacement at
another site, military installation closure, loan foreclosure, project out parcels and other reasons.
These properties are candidates for development to become contributing members of the tax
rolls. While government resources may not be available for TOADS redevelopment, third party
developers potentially bring funding as well as private sector experience into your community
for redevelopment. These third party redevelopment projects of TOADS are done at little expense
to the community while putting neglected governmental property into commerce, creating
jobs, expanding the tax base and increasing the overall quality of life in the area.
INPUT & INFORMATION NEEDED:
Provided by Client:
1. An inventory of TOADS
2. Property descriptions including land use plans and zoning

Provided by TMG:
1. Over twenty years of experience in local governmental affairs
2. Knowledge of and interaction with third party developer community
OUTPUT & PRODUCT:
1. TMG draws up bid or request for proposals documents specifying the terms and requirements for bidding on and developing the property
2. Evaluation of bids/proposals
3. Monitoring of the redevelopment process on behalf of governmental entity to ensure bid conformance.

1. Put TOADS back on the tax rolls
